CyberSecurity Act

Wherever the name Rockefeller looms, corruption is not far behind.
So when a bill is proposed by a Senator who is the 6th generation of that name, red flags go up.
When the bill in question declares "Cyberspace is a vital asset" and
"the U.S. should protect it using all instruments of national power".... concerns obviously arise.
Introducing, S.773 - the CyberSecurity Act of 2010,
a $1.82 billion bill in which "Cyberspace" is never truly defined.
The bill was unanimously passed by the Senate Committee which he chairs:
Commerce, Science & Transportation, and awaits congressional authorization.

Highlights:
-section 4 states within 90 days the president is to define critical infrastructure

-Federal Cyber Scholarships for Service program will award 1,000 students scholarships, internships and stipends to actively survey the web and enforce guidelines the bill outlines.
Promising K-12 students will also participate. K....as in Kindergarten....?!
This program will receive $50 million in 2010 and rise to $70 million in 2014.

-Cybersecurity Competition and Challenge, where Middle School students and up will take part in cybersecurity competitions with cash prizes of up to $5 million.
This program will be funded $15 each year through 2014.

-the president will have 120 days to establish a Comprehensive National Cybersecurity Strategy in case of emergency... a watered-down "Kill-Switch"

-K-12 curriculum shall be enacted to teach students cyber safety, cybersecurity, and cyber ethics
$1.445 billion will be funded to
"call on a new generation of Americans to service in the field of cybersecurity"
